OEC Soft Skills Training and Certification Guide
The Overseas Employment Corporation (OEC), under the Ministry of Overseas Pakistanis & Human Resource Development (MOPHRD), provides the Soft Skills Training and Certification program.
This certificate is mandatory for Pakistani emigrants holding employment visas and is required for the final emigration clearance (Protector processing).

Step-by-Step Procedure to Get the Soft Skills Certificate
The entire process is completed online via the OEC Soft Skills portal or the dedicated mobile application.

1. Register for an Account
Visit the Official Portal: Go to the OEC Soft Skills Training Portal:
https://softskills.oec.gov.pk/Click Register: Locate and click the "Create an account" or "Register" button.
Complete the Registration Form: Fill in the required details, including:
Full Name (First, Middle, Last)
Date of Birth
CNIC Number (and confirmation)
Email Address
Mobile Number
Password (and confirmation)
Verify OTP: You will receive a One-Time Password (OTP) on your registered email or mobile number. Enter this code on the portal to activate your account.
2. Log in and Complete Your Profile
Login: Use your CNIC and the password you created to log in to the portal.
Fill Personal Information: Complete your profile by entering details about your education, profession, and any previous employment experience. You may be able to skip some of these steps, but it's recommended to fill them out completely.
3. Enroll in the Training Module
Select the Course: Choose the mandatory Soft Skills Training course designed for overseas employment.
Start Learning: Access the structured modules provided on the platform. The training covers essential skills for international workplaces, such as:
Introduction to Soft Skills
Communication Skills (Verbal, Non-verbal, Written)
Socio-Cultural Skills and Awareness
Teamwork Skills
Leadership & Decision-Making
Personal Development
Financial Literacy and Management
4. Complete the Training and Pass the Assessment
Engage with Content: Go through all the online training videos and reading materials for each module.
Complete Quizzes: After each module, you will likely need to pass a short quiz or self-assessment to track your progress and ensure understanding.
Pass the Final Test: Upon completing all modules, you must pass the overall online assessment test. You typically need to achieve a certain passing score across all modules to qualify for the certificate.
5. Generate and Download Your Certificate
Certification Prompt: Once you successfully pass the final assessment, the portal will prompt you to generate your certificate.
Verify Details: Confirm your name and other details shown on the screen are correct.
Generate Certificate: Click the button to generate the final Certificate of Completion.
Download: You can then download the digital certificate (usually as a PDF file) from the portal. This certificate includes a Certificate ID and can be verified online.
You will need this downloaded certificate to present during your Protectorate of Emigrants processing before you can depart for your overseas employment.
