A Police Clearance Certificate (PCC)—also known as a Character Certificate—is an official document issued by the police department verifying whether an individual has a criminal record. It is frequently required for foreign visa applications, study abroad programs, international employment, immigration, and certain local job positions.
With the digitization of public services, citizens can now easily initiate their Police Clearance Certificate registration online through the Police Sahulat Markaz / Khidmat Markaz web portals or mobile applications.
Required Documents for Application
Before beginning your online application, ensure you have soft copies (scanned or clear photos) of the following documents:
National Identity Card (CNIC/NICOP) or Smart Card (Front and Back).
Valid Passport (mandatory if applying for foreign visa/travel purposes).
Recent Passport-size Photograph (with a light background).
Proof of Residence / Address (utility bill, rent agreement, or domicile).
Authority Letter (if applying on behalf of someone residing abroad, along with verification from the relevant embassy or consulate).
Step-by-Step Guide to Apply Online
Step 1: Account Registration
Visit the official Police Sahulat Markaz / Khidmat Markaz portal or download the official provincial/metropolitan police mobile application.
Click on Sign Up or Register.
Enter your full name, CNIC number, mobile number, and email address.
Verify your account using the One-Time Password (OTP) sent to your mobile or email.
Step 2: Select Service & Complete the Form
Log in to your account and navigate to the Police Character / Clearance Certificate service section.
Select your relevant police district/station based on your permanent or current residential address.
Complete the personal details form, including full name, father's/husband's name, present address, permanent address, and duration of stay at the address.
Step 3: Document Upload
Upload clear scans of your CNIC, Passport, and Photograph.
Double-check that all uploaded images are legible to avoid rejection during police verification.
Step 4: Fee Payment
Upon submitting the form, a unique PSID (Payment Tracking ID) will be generated.
Pay the processing fee through online banking, mobile wallet apps, or designated bank branches.
Step 5: Police Verification & Tracking
Once the fee is paid, your application is routed to your local police station for physical/field verification.
You can track the real-time status of your application by logging into the portal using your application tracking number.
Receiving Your Certificate
After the physical verification and background checks are successfully completed:
Digital Download: You can download the verified digital certificate directly from your portal dashboard.
In-Person / Postal Delivery: Alternatively, you can collect the physical copy with the official stamp from your nearest Police Sahulat Markaz or have it delivered via courier (where available).
Important Tips for Applicants
Accuracy Matters: Ensure the address listed on your application matches the address on your CNIC or official utility bill.
Apply Early: Processing usually takes 3 to 7 working days, but it may take longer during peak times or if additional verification is required.
Attestation: For international visa applications, the Police Clearance Certificate may also require attestation by the Ministry of Foreign Affairs (MOFA).
